Intellectual Property Department of the HKSAR Government

Ms Sandra Hui is Assistant Director of Intellectual Property (Copyright) of the Intellectual Property Department (IPD) of the HKSAR Government. She heads the Copyright Team of IPD, and provides legal advice and policy support to the Commerce and Economic Development Bureau of the HKSAR Government on matters concerning copyright and related rights.

Wingco Lo is the Managing Director of Wing Li Group International Limited. He is familiar with the business environment in the Mainland and overseas because of the nature of the group s business. He also has extensive experience in the testing industry. During his tenure as Chairman of the CMA Testing and Certification Laboratories, the testing lab has adopted a robust anti bribery management system (ABMS) and policy, and become the 1st third party laboratory in Hong Kong to be awarded ISO 37001 ABMS Cert ification.

Wingco has served on the Hong Kong Business Ethics Development Advisory Committee since 2019. He is also actively involved in a number of industry and government organizations, including as the President of the Chinese Manufacturers Association of Hong Kong, and Honorary Chairman of the Hong Kong Brand Development Council. He currently serves as a Council Member of the Hong Kong Trade Development Council, Council Member of the Vocational Training Council, a Member of the Hong Kong Co uncil for Testing and Certification, and a Member of the Trade and Industry Advisory Board.

Mr. Lo was appointed a Justice of the Peace in 2016 and awarded the Bronze Bauhinia Star by the Hong Kong SAR Government in 2023. On the Mainland, he is a Member o f the National Committee of the Chinese People's Political Consultative Conference."

Professor Terence Lau has dedicated over 20 years in technology and entrepreneurial ventures, especially in the research & development and commercialisation of innovative products. As the Interim Chief Innovation Officer of the Hong Kong Baptist University (HKBU), Professor Lau will strategically drive high-impact research, the translation and transfer of HKBU’s cutting-edge innovations, as well as policy research in innovation and technology overall. He is also a Senior Advisor to the President and Vice-Chancellor and Honorary Professor of the School of Chinese Medicine.

Ms Dora LEE

Intellectual Property Department of the HKSAR Government

Ms Dora Lee is a Senior Solicitor at the Intellectual Property Department (IPD) of the HKSAR Government. She is currently working in the copyright team of IPD. Her main duties include reviewing the copyright regime of Hong Kong and providing legal advice to the Commerce and Economic Development Bureau of the Government for copyright-related issues.

Dr WONG Pak Hang

Dr Pak-Hang Wong is a philosopher and ethicist of technology based in the Department of Religion and Philosophy, Hong Kong Baptist University. His research focuses on the social, ethical, and political aspects of AI, data, and other emerging digital technologies. With a doctorate in Philosophy from the University of Twente, he has held academic positions in Hamburg, Oxford, and Hong Kong. He has also worked in the industry as a specialist on AI ethics and governance. Most recently, Wong co-edited with Tom Wang Harmonious Technology: A Confucian Ethics of Technology, where they provide an alternative, non-Western approach to the ethics of technology.

Mr Michael LIN

Michael Lin (BA Berkeley – Biochemistry; JD Boston University; USPTO Patent Attorney; Ohio Attorney – non-practicing) was such a terrible bench chemist that he became a lawyer. With 27+ years’ experience in Asia handling patent matters in-house (Procter & Gamble Japan 1997-2007, Procter & Gamble Beijing 2007-2010), and in private practice (Marks & Clerk Hong Kong 2010-24), Michael’s practice is truly Global in scope.

Michael works with startups, medium and large companies to help drive their businesses. Michael believes that IP is often an underutilized business tool and Michael assists businesses and SMEs to grow while enhancing, their competitive edge

Michael is active with many Non-Governmental Organizations and Non-Profit enterprises. He is a board member of IIPCC, the Children’s Cancer Therapy Development Institute, the Raiden Science Foundation, LES China-Hong Kong Council Member and Vice-Chair, and an active advisor with the HK AI Lab.

Michael is the recipient of international awards such as IAM’s Patent 1000 (2012-24), MIP’s IP Stars (2014-24), IAM’s Strategy 300 (2015-24), IAM’s Strategy 300 Global Leaders (2021-24), SPIPA’s IP Management Elite 2024, etc. Michael publishes articles, speaks at schools, universities and conventions, and actively mentors students, entrepreneurs, and others.

Mr Christopher CHAN

Mr. Christopher Chan is the University Librarian at Hong Kong Baptist University (HKBU). He has served HKBU’s Library for over fifteen years in several roles, including Head of Information Services and Deputy University Librarian. In his current position he is responsible for leading the Library in developing and implementing strategic initiatives to further enhance its services and collections, and ensuring they are aligned with the University’s mission and vision.

Mr. Chan holds degrees from the University of Durham, Charles Sturt University, and the University of Hong Kong. He is a member of the American Library Association and an Associate (Certified Professional) member of the Australian Library and Information Association.

Theresa Kwong, Ph.D., Senior Fellow of Higher Education Academy (SFHEA), is the Director of the Centre for Holistic Teaching and Learning, Hong Kong Baptist University (HKBU). Theresa’s major responsibilities at the Centre include: leading the promotion of a quality culture of learning and teaching within the University and beyond; advancing the scholarship of teaching and learning at the University; providing expertise to individuals and departments regarding pedagogical issues, e-learning adoption and outcomes assessments; and advising on the development and implementation of eLearning strategy and the promotion of innovative pedagogical and assessment methods. Theresa received a number of teaching and learning grants from within and outside the university and her research interests include academic integrity, technology enhanced learning, faculty professional development, and outcomes assessment.

Ms Annie TSOI

Annie is the Co-Head of the IP Department at Deacons. She has 30 years’ experience in advising on strategic issues relating to IP protection, enforcement, commercial exploitation, licensing and collaboration agreements, technology development and improvement.

Annie actively participates in the IP Community by sharing her insights and knowledge and is a frequent speaker for international and regional conferences. Annie is a member of the IP Committee of the Law Society of Hong Kong. She has also played an active role in AIPPI, an international IP association based in Zurich and served as the Secretary General of the Association between 2021 and 2023.

Annie has received many recognitions and awards including “Influential Women in IP” in the Diversity 2024 edition by WIPR, “Asia Top 15 IP Lawyers” in 2023 by Asia Legal Business, “Thought Leaders Global Elite” (2024) by Who’s Who Legal and “World’s Top 250 Women” in IP by Managing IP.

LL.B., Dip.CL, DBA (Management Science), Industrial Engineer Dr. Lewis Luk is a senior associate of P C Woo & Co, Solicitors & Notaries, a Panelist on Domain Name and an Arbitrator for IP Disputes under the Hong Kong International Arbitration Centre. He is the founding president of the Professional Validation Council of Hong Kong Industries, the Hong Kong Brands Protection Alliance and the Hong Kong Institute of Patent Attorneys. He is also Adjunct Professor in the Faculty of Engineering of The Hong Kong Polytechnic University.

Prof. XU Yi Da

Richard Yi Da Xu is currently a Professor in the Department of Mathematics at Hong Kong Baptist University (HKBU). His research specializes in Machine Learning and Artificial Intelligence, with particular focus on Bayesian Nonparametrics, Machine Learning Theory, and Computer Vision. In addition to authoring over one hundred academic publications, he has, since 2009, created over 2,000 slides of free online doctoral training materials and machine learning videos. During his time in Australia, his team collaborated with various industries, including finance, e-commerce, government, transport, utilities, agriculture, communication, and legal sectors. He founded the Deep Learning Sydney meetup, which has grown to over 4,400 members, making it one of the largest in Australia. He also represented Australia at the first plenary of ISO JTC1 SC42 (Artificial Intelligence). In 2023, he founded an AI startup in Hong Kong focused on trademark creation.

Dr WAN Renjie

Dr Wan Renjie received his Ph.D. in Nanyang Technological University, Singapore, in 2019. In February 2022, he joined the Department of Computer Science at Hong Kong Baptist University as an Assistant Professor. Prior to joining Hong Kong Baptist University, Dr Wan was a visiting researcher at the National Engineering Research Center for Video and Image Technology at Peking University. Subsequently, Dr Wan, funded by the Knut and Alice Wallenberg Foundation, was selected for the Wallenberg-NTU Presidential Postdoctoral Fellowship, conducting postdoctoral research at Nanyang Technological University in Singapore and Lund University in Sweden. After joining Hong Kong Baptist University, Dr Wan participated in various R&D projects in the field of art technology funded by the Hong Kong Innovation and Technology Commission. Due to his contributions to the field of art technology, he has been featured in prominent media outlets such as the South China Morning Post and Sing Tao Daily.
