Technology Start-up Support Scheme for Universities (TSSSU)

HKBU TSSSU is a "company start-up" scheme with funding support bringing R&D results from campus to the real world by:

  • encouraging more entrepreneurial activities at the University

  • facilitating more commercial development of HKBU’s intellectual property rights (IPR) and technology developed at the University

  • motivating spin-off companies to commercialise the IPR and technologies developed at HKBU


Participants - staff, students and eligible alumni - would be able to benefit from funding support the scheme as below in different ways:

  • expertise on advising technology companies on their research direction and technology development

  • entrepreneurial experiences

  • fresh impetus given to the innovation ecosystem of technology start-ups


ITC will provide an annual funding support of up to HK$8 million to each university on a reimbursement basis for expenses incurred by the University recommended technology start-ups.

To further strengthen the funding support for start-ups, in addition to the original component of the Scheme (which will be termed “TSSSU-O” hereafter), an enhancement measure has been introduced starting from 2023-24 to provide dollar-to-dollar matching funds to those start-ups which have demonstrated good growth potential through securing investment from private sector (which will be termed “TSSSU+” hereafter).

In other words, from 2023-24 onwards, TSSSU comprises TSSSU-O and TSSSU+. The annual funding of up to HK$16 million is provided to the University. An overview is illustrated below for reference.

*  If a funded start-up has made reasonable progress in its R&D and/or business performance, the associated university may recommend such start-up for continued funding for the second or the third year.  The three-year period should count consecutively from the first year that a start-up is approved for TSSSU‑O or TSSSU+ funding.  If a start-up is first approved for funding in 2024-25 (Year One) and only applies for continued funding in 2026-27 (Year Three), it will not be eligible for seeking further funding in 2027-28 (Year Four).

Funding Eligibility:
- Current full-time professor or other faculty member of HKBU;
- Current full-time or part-time student of HKBU;;
- Alumni of HKBU who have graduated for no more than 10 calendar years from the date stipulated by HKBU (this refers to the Close of Application Date of HKBU TSSSU).;

 

Funding criteria:
Application for the HKBU TSSSU must be received from a team (i.e. more than one person) comprising at least one eligible applicant member wherein the eligible applicant member must be a "significant team member".

The applicant technology start-up must be a company, regardless of size, registered under the Companies Ordinance. Details of the eligibility under TSSSU-O and TSSSU+ are as follows –

(a) Years of establishment
  • Registered for not more than two years as of the date of the application deadline stipulated by ITC i.e. 1 February of the first tax calendar year of the year of the application.
  • The two-year eligibility requirement does not apply to a start-up which is recommended for TSSSU funding for the second or the third year.
  • Registered for not more than seven years as of the date of the application deadline stipulated by ITC i.e. 1 February of the first tax calendar year of the year of the application. 
  • The seven-year eligibility requirement does not apply to a start-up which is recommended for TSSSU+ funding for the second or the third year.
(b) Secured private investment
  • Not required
  • Start-ups should submit document proofs (e.g. agreement/letter of undertaking issued by the private investor, etc.) together with the applications.

 

 

Priority will be accorded to IPR developed and protected at HKBU.
